Sering kita dengar keluhan para tokoh bangsa, kalangan akademisi, maupun wakil rakyat yang mengeluhkan tentang rendahnya minat baca masyarakat di Indonesia. Ada berbagai macam penyebab, alasan, dan solusi yang disampaikan saat membahas topik yang satu ini. Seringkali yang terdengar justru nada-nada pesimis atau nada-nada yang menyalahkan perpustakaan sebagai pihak yang paling bertanggung jawab ata kondisi yang ada. Benarkah demikian? Bagaiamana halnya dengan tanggung jawab para pendidik kita, yang seharusnya lebih berperan strategis dalam mengembangkan minat baca generasi muda kita?rnrnrnPerpustakaan sebagai sumber informasi ilmiah, yang didalamnya banyak tersedia bahan pustaka seperti buku, dapat didayagunakan oleh siapapun utamanya mahasiswa untuk melengkapi referensi dalam menunjang proses pembelajarn. Perpustakaan yang nyaman seperti kemudahan, kecepatan, dan ketepatan dalam menelusur koleksi, dan ruang baca/belajar yang sejuk dapat dijadikan <i>second home </i> bagi mahasiswa. Berbagai perpustakaan perguruan tinggi, banyak yang telah memberikan fasilitas semacam, bahkan akses untuk informasi mutakhir seperti <i>hotspot area</i> juga tersedia 24 jam. Sambil menunggu waktu kuliah berikutnya, atau daripada langsung pulang ke rumah atau kos-kosan setelah kuliah, mahasiswa dapat mendayagunakan perpustakaan.rn

Namun, ada juga yang bersifat hakiki, yaitu pemahaman akan konsep pembangunannya. Oleh karena itu, memahami dan melaksanakan SPPN akan lebih sempurna apabila para perencana memahami konsep pembangunan yang diidealkan.
